For foreign nationals moving to Malta, the recognition of academic and vocational qualifications is a critical step for employment, further study, or visa applications. The Malta Qualifications Framework (MQF) is an 8-level system aligned with the European Qualifications Framework (EQF). It allows for the comparison of foreign degrees against Maltese standards:
- MQF Level 1-3: Secondary education and basic vocational certificates.
- MQF Level 4: Advanced levels and matriculation certificates.
- MQF Level 5: Undergraduate diplomas and higher national diplomas.
- MQF Level 6: Bachelor's degrees.
- MQF Level 7: Master's degrees and postgraduate diplomas.
- MQF Level 8: Doctoral degrees (PhD).
Foreign qualifications are "pegged" to these levels to provide clarity to employers and educational institutions regarding an individual's level of expertise.

The Application Process
Applications for recognition must be submitted through the MFHEA online portal. Before applying, individuals should check the List of Already Accredited Courses on the official website. If a specific program from a specific institution is already listed, a recognition statement can often be generated more quickly.
Required Documentation
To ensure a successful application, candidates must provide scanned, high-quality PDF versions of the following documents:
- Final Certificate: The official degree or diploma awarded by the institution.
- Official Transcript: A detailed breakdown of grades and credits (e.g., Europass Diploma Supplement).
- Certified Translations: If the original documents are not in English or Maltese, they must be translated by a certified translator.
- Identity Document: A valid passport or national ID card.
Note: MQRIC may request additional documentation or verification directly from the awarding institution depending on the country of origin.

Fees and Processing Times (2025/2026)
As of 2025/2026, the fee structure for MQRIC recognition is categorized by the status of the qualification in the Maltese database. All fees are non-refundable.
- Qualification already in the database: €15 ($15.75 USD, Jan 2026).
- New foreign qualification (Standard): €65 ($68.25 USD, Jan 2026).
- Fast-Track service (Additional fee): €50 ($52.50 USD, Jan 2026).
- Postage charge (if hard copy requested): €2 ($2.10 USD, Jan 2026).
Processing Timelines: Standard applications for new foreign qualifications typically take 15 to 30 working days, though this depends on the responsiveness of international partners. The Fast-Track service aims to provide a statement within 2 to 3 working days, provided all documentation is verified and complete.
Regulated Professions and Exceptions
It is important to distinguish between academic recognition and the right to practice a profession. MQRIC provide academic comparability statements; however, for "regulated professions," individuals must also apply to the respective professional board or council.
Regulated professions in Malta include, but are not limited to:
- Healthcare professionals (Medical Council, Council for Nurses and Midwives).
- Teaching (Council for the Teaching Profession).
- Advocates/Legal professionals.
- Engineering (Engineering Board).
For these roles, the MQRIC statement is usually a prerequisite, but the professional board will conduct its own assessment regarding specific clinical or practical competencies required by Maltese law.
