The competent authority for this process is the Malta Qualifications Recognition Information Centre (MQRIC), which operates under the Malta Further and Higher Education Authority (MFHEA). MQRIC serves as the official ENIC-NARIC center in Malta, ensuring that foreign certificates are accurately compared against local standards.

The primary purpose of a recognition statement is to provide a formal document that specifies the level of a foreign qualification within the Malta Qualifications Framework (MQF). This statement is often required by employers, educational institutions, or for visa and work permit applications (such as the Single Permit) via Jobsplus.

The Malta Qualifications Framework (MQF)

Malta utilizes an 8-level framework that is fully aligned with the European Qualifications Framework (EQF). This system allows for the seamless comparison of qualifications across the European Higher Education Area. The levels are structured as follows:

  • Levels 1-3: School-leaving certificates and basic vocational training.
  • Level 4: Matriculation certificates and advanced diplomas.
  • Level 5: Undergraduate diplomas and higher national diplomas.
  • Level 6: Bachelor's degrees.
  • Level 7: Master's degrees and post-graduate diplomas.
  • Level 8: Doctoral degrees (PhDs).

Before applying for formal recognition, individuals are encouraged to check the MFHEA List of Already Accredited Courses. If a qualification is already listed in this database, a formal application may not be necessary for certain internal Maltese purposes, as the level is already established.

Application Process and Requirements

As of 2025/2026, all recognition requests must be submitted through the MFHEA Online Portal. MQRIC no longer accepts face-to-face or email applications. The process is divided into seven main steps, requiring the applicant to input personal details, educational history, and upload supporting documentation.

Required Documentation

Applicants must provide clear, digital copies (PDF format) of the following:

  • Final Certificate: The official diploma or degree awarded by the institution.
  • Official Transcript: A detailed breakdown of the modules, credits (ECTS/ECVET), and grades achieved.
  • Certified Translation: If the original documents are not in English or Maltese, an authorized translation is mandatory. For translations performed outside Malta, an Apostille or legalization may be required.
  • Letter of Authorization: Only if a third party is applying on behalf of the certificate holder.

The combined size of uploaded files must not exceed 8MB. If a qualification is "prospective" (the student has not yet started or finished), the applicant must provide a direct web link to the specific program of study.

Fees and Processing Times (2025/2026)

Fees for recognition vary depending on the complexity of the assessment and whether the qualification is already known to the MQRIC system. Below are the current standard rates:

  • Qualification already in the MQRIC database: €15 ($15.75 USD, Jan 2026).
  • New Maltese qualification (not in database): €30 ($31.50 USD, Jan 2026).
  • New foreign qualification (not in database): €65 ($68.25 USD, Jan 2026).

For urgent cases, a Fast Track service is available for an additional fee of €100 ($105.00 USD, Jan 2026) for foreign qualifications. The Fast Track service aims to provide a statement within 2 working days, provided all documentation is complete and verifiable. Standard processing times for new foreign qualifications can take several weeks, as MQRIC must often wait for verification from international counterparts.

Exceptions and Regulated Professions

It is important to note that an MQRIC statement confirms the academic level of a qualification but does not grant a "warrant" or license to practice in a regulated profession. Foreigners intending to work in fields such as healthcare, law, engineering, or teaching must contact the respective professional regulatory body in Malta.

Example: A foreign medical degree may be recognized as MQF Level 7 by MQRIC, but the doctor must still apply to the Medical Council of Malta for a license to practice medicine.
